The panel wraps up the discussion on city and county services. The hope is to create a baseline service provided by the county and then allowing cities to offer a higher level of that service. The challenge is creating a level of service that even smaller counties are able to offer. The main goal is holding down the cost of government and finding ways to make tax dollars go further.
