Originally those lands were supposed to be sold back to the states or into private ownership. With the passage of the Federal Lands Policy Management Act the role of disposal of federal lands changed to one of retention and management.

Some feel it creates an attraction for people to visit these remote communities while some of the people in those communities feel that there are other economic opportunities that are lost.
