Segment 1: Relocating the Draper Prison, S2 EP40 part 1

20 of Utah's counties provide jail contracting of state inmates. Jail contracting is an agreement the the counties make with the department of corrections to hold state inmates in county facilities. County jails provide a cost savings to the state because of efficiencies in running smaller, newer facilities, that don't have all the requirements of a maximum security prison.

 

Segment 2: Relocating the Draper Prison, S2 EP40 part 2

Real estate is the driving force behind the proposal to move the prison in Draper to a different location. There are other industries that could build their campuses on the 700 acres that the prison currently sits on. The issue for the counties around the state is that if a new prison is build how will that affect jail contracting with rural counties across the state.

Considering the relocation of the prison requires looking at a number of pros and cons to relocating. Another benefit provided by the counties is programming, which goes beyond warehousing prisoners and instead works on helping the people who have committed a crime to fit back into society.

Segment 4: Relocating the Draper Prison, S2 EP40 part 4

The relocation of the state prison is in the brainstorming process right now and that no decisions have been made. Right now the state is collecting information in order to find out whether relocating the prison would be beneficial. It is important however that the counties, sheriffs, and other stakeholders are involved so that the best decisions can be made and find a solution that will keep in tact the contracting relationship that the state has with its counties.
