Condition of Probation reimbursements to county jails for housing prisoners who commit felonies who are sentenced straight to a county facility rather than the state prison. Some time ago the state legislature agreed to help fund up to half of the program subject to appropriations. The problem has been that the state has never fully funded the program and as a result the county ends up paying the difference. This creates a scenario where the tax payers of individual counties are essentially paying for state inmates.

What are some of the solutions that have been approached by the state and the counties to generate the money needed to fully fund the program. The problem for the counties is that there isn't a dedicated fund so there isn't a way to budget for what condition of probation inmates will cost a particular county.
