Drug Offender Reform Act (DORA), S3 EP20

The County Seat visits with participants of the DORA program to find out how effective the program is in helping return people with substance abuse problems to the community. After our story we talk to some of the people who administer the DORA program to answer the question, "which is more effective, putting these people in prison or jail at $35,000 a year or treating the illness at around $4,500 per person.
