Segment 1: Jail Funding

Chad Booth looks into the efficiencies that county jails offer the state of Utah. The counties have bed space available, newer more energy efficient buildings, and can house an inmate for about $45 a day where the state spends closer to $80. The relationship creates a way for the state to avoid overcrowding and breaking up certain inmates and it allows the counties to provide jobs in their communities.

Segment 2: Jail Funding Round Table Pt. 1

Chad Booth visits the newly completed jail in Kane County to talk about jail contracting. Jail contracting allows the state to contract with county jails to house inmates that don't require a maximum security facility. This allows the state to relieve some of the overcrowding issues they face at the prison and creates a revenue stream for the county. An issue that the counties face with contracting is that the rate which the state contracts with them hasn't been raised for the last seven years. As a result the counties who have contract inmates are looking at a closing gap between creating revenue for the county and subsidizing state inmates out of their own budgets.

Segment 3: Jail Funding Round Table Pt. 2

State Judges have the option to send state convicted inmates to county facilities. The county ends up in a position where they are forced to accept that inmate in their jail. The problem is that the state had agreed to a 50/50 split on paying for state inmates sentenced to county jails but have never fully funded the program during appropriations. As a result the county receives about $15 a day to house condition of probation inmates instead of the $45 that a county would receive if the inmate was a jail contract prisoner. As a result individual counties end up paying for state inmates out of their own budgets.

Chad Booth looks for solutions to the perennial battle at the legislature looking for funds for jail funding.
