20 of Utah’s counties provide jail contracting of state inmates. Jail contracting is an agreement the the counties make with the department of corrections to hold state inmates in county facilities. County jails provide a cost savings to the state because of efficiencies in running smaller, newer facilities, that don’t have all the requirements of a maximum security prison.
