Some people sue the government with the mistaken assumption that they have deep pockets. Ultimately those judgements are paid by the citizens.
Now that doesn’t mean that government is above the law or that they can’t be held accountable but there does have to be some protection against lawsuits as well as insurance against the inherent risks involved in running a local government.
