Utah Commission on Criminal Justice and Juvenile Justice, CCJJ, released a report that at the request of the Utah Legislature. While the number of deaths represents a small sample of more than 500,000 bookings over the five year period between 2013-2017; they do point to some areas where jails can make improvements.
