The legislative branch of county government is made up of a 3 member commission or a 5 to 9 member council. In the commission form of government the elected officials have both legislative and executive powers, while in the council form an elected mayor or appointed county executive takes care of the executive functions.
The county clerk is the record keeper of all of the meetings of the commission or council; along with issuing marriage licenses, passports, and running elections.
