In the second section of our one-hour special covering Wilderness in Utah we look at why the Wilderness debate is different on lands managed by the Bureau of Land Management. Originally those lands were supposed to be sold back to the states or into private ownership. With the passage of the Federal Lands Policy Management Act the role of disposal of federal lands changed to one of retention and management.
