Derek Dowsett is the Producer of the County Seat. Now entering his 11th season of the program, he has received what he considers a "Crash Course" in County Government.

The EPA and the Army Corps of Engineers released a new proposal to amend the definition of “waters of the U.S.” last year. The proposed changes would expand federal permitting authority over infrastructure projects.

The most recent example of the challenges this creates was the new road to the airport in Washington County. Army Corps. of Engineers has claimed that they have jurisdiction over ephemeral waters that they claim have nexus to the Virgin River. You can watch a past discussion on this topic here:

This week on the County Seat we will look at the importance of maintaining the infrastructure that provides water for agriculture, industry, and municipalities as we take a tour of some of the assets that make up the Central Utah Water Conservancy. Our roundtable will look at the unintended consequences of changing the definition of “waters of the U.S.”.
